CASTLEGAR COMMUNITY PLAN & ZONING BYLAW UPDATE
Castlegar, BC · 2024
The City of Castlegar’s Community Plan, a visionary roadmap, will shape the way the community lives, works, moves, and plays over the next 10 years. An intensive year-long plan-to-plan phase identified key themes that were important to the community: climate action, housing choice, economic resilience, places to connect, and green space. Further engagement identified key priorities that shaped the plan:
The project team, in collaboration with the City, meticulously engaged with an estimated 58% of the community, a significant achievement. This process, which saw 17% of citizens engaging in a meaningful way, is a testament to the community’s active participation and commitment.
The plan includes a 50-year climate change forecast, new ecological protection policies, progressive housing policies, high-quality mapping, ecological and hazard land development permit areas, and graphic-based form and character With clear direction from the Community Plan, the project team also revised the City’s Zoning Bylaw to ensure that the plan could be implemented. Almost all city lots now allow up to 4 units, and the zones have been simplified to better allow a diversity of housing throughout the community without the need for a rezoning.
