The Village of Slocan has seen significant changes in the last 10 years. Led by an energized Council the Village has been making moves to change the town and move it forward in a positive way. The first project of this kind was a conceptual design plan for Harold Street North, Slocan’s main commercial hub. The two-block section of Harold Street is currently underdeveloped with many “missing teeth” parcels. Some significant anchor businesses and buildings provide a strong foundation for improvement along with a growing development interest in the Village.
Selkirk Planning & Design worked with LARCH Landscape Architecture to complete this 6-phase project. The Concept Plan was informed by several engagement activities, constant communication with the local government, a field analysis, walking tour, open house, and thorough urban design analysis.
The plan took advantage of the wide 30 m right of way to incorporate several design solutions such as, pedestrian and sidewalk improvements, bike lanes and transit stops, stormwater management, landscaping and streetscaping, location of a community public space, and suggested infill guidelines. Several iterations of the concept plan was presented to the public for feedback. The concept plans included a high-level cost estimate to better inform the public decision-making. The project was presented to Council in August and is awaiting further funding to implement Phase 01 of the streetscape improvements.
