Selkirk Planning & Design (SPD) was hired to help develop several plans and plan amendments for the City of Revelstoke between 2010 and 2011. The plans included Official Community Plan (OCP) Land Use and Appendices updates, a Form-Based Unified Development Bylaw re-draft, and a Public Participation Master Plan.
Unified Development Bylaw T-Zone Graphics: SPD was asked to provide transect graphics for the Unified Development Bylaw Charette and website. The graphics used were of the main block of MacKenzie Ave., Revelstoke’s main street and a typical Revelstoke Heritage House. The simple line graphic was used on documents, posters and the Revelstoke UDB website.
Official Community Plan Amendments: Updates to the existing OCP undertaken by SPD included the addition of detailed land use descriptions based on the zone descriptions developed through the development of the new zoning bylaw. This re-write improved the accuracy of each land use area description, and link the OCP more directly with the form-based zoning bylaw currently under development. OCP amendments included adding an appendix to describe the illustrative plans developed during the zoning bylaw charette in 2010. These descriptions include an urban design rationale for the plans, developed by SPD. The Development Permit (DP) Area section of the appendix was also updated to include a larger number of properties in DP areas within the City, to allow for greater guidance for the development of properties throughout the City. This project is currently out for public review (Nov 2011).
Unified Development Bylaw Re-Draft: In 2010, the City of Revelstoke began the development of Revelstoke’s first form-based unified development bylaw. This bylaw consolidates the zoning bylaw, the subdivision bylaw, the building bylaw and other associated bylaws into a single document. SPD’s work focused on the organization of this document, and included incorporating the new form-based zoning bylaw material, with existing zoning bylaws, and integrating all relevant bylaws into the document. As well as the bylaw re-write, SPD developed graphic packages to describe each transect zone. This project is currently under departmental review (Nov 2011).
Public Participation Master Plan: SPD was hired to develop a Public Participation Master Plan (PPMP) for the City of Revelstoke. This plan mapped all the different interest groups throughout the City, and developed a methodology for increasing education, and input opportunities for the public through the planning process. The work involved researching and developing ideas for how to increase public input. This included how to use that input to aid in decision-making, assessing the effectiveness of public participation and establishing a criteria for evaluating the entire process to assure its effectiveness. The PPMP is currently under departmental review (Nov 2011).
